Governor Kitzhaber & Oregon Heath Web Site

Here is some background. Governor Kitzhaber pushed for this legislation – and FULLY SUPPORTED – The Affordable Care Act – AFA aka ”Obamacare” – and then once it was passed ensured that Oregon Legislature – with both houses under the control of the Democrat Party – passed the legislation to enact Oregon’s Health Exchange and supporting semi-government agencies to implement it. The Governor had TOTAL control of who to appoint to implement the  website and the Oregon Heath Authority which was to run the whole thing. So you had, by HIS DESIGN, one organization to design the web site and a completely DIFFERENT organization to then use it and run the state health system – in addition to the other 12 to 15 state systems that already run heath related tasks.

BY HIS DESIGN.

He appoints the people to run it – they in turn appoint the people on down the line to do their tasks.

Remember: everything starts at the TOP.

Thus, the Governor appointed incompetent people to lead the agencies and to the boards, who in turn using their incomplete skillset working above their competence level thus set the framework to implement nothing more than a decision tree table lookup to find out who is eligible and what they qualify for – a classic help desk decision tree lookup system (true, it has to look-up and into to at least 56 different states and territories of the US plus at least 200 different heath systems since people move around (and you have to get their info into yours when they move) PLUS the Federal agencies – but once you did ONE right – then the rest are cookie cuttered with just the connections to the systems being different and their table names lengths are different – then  you use an ETL tool to translate their fields into your fields. Tedious but it has ALWAYS been done since the first computer tape/punch card system. It is NOT that hard.

Yet the State of Oregon managed to spend $250 MILLION PLUS only thing they got was some hardware and rented software with NOTHING working at all. THIS STARTED FROM THE TOP – THE GOVERNOR who appointed ALL these people and SET THE STANDARD THEY ARE TO WORK TO. And yet when asked he knew NOTHING about the problems. That is a direct reflection of the PEOPLE HE APPOINTED.

He has stated that the problems where unknown to him. YET HE IS THE ONE WHO IS TO MANGAGE THE STATE. Now that means he purposely appoints people who are appointed to jobs above their ability due to politics – they have now fallen into “The Peter Principle”  -  and are unwilling or incapable of telling the truth – especially the bad news -  to him or anyone else - since they are politically appointed after all and owe their job to him directly – and thus foster a set of policies / rules / operating culture where they are brainwashed into never telling things as they really are – which is human nature and not actually thought out – but by HIS appointments he picks people like that.

The same is true of the Department of Transportation “IT” program that was under-estimated by $30 MILLION dollars as to the cost – again the people HE appointed were unwilling to tell the real costs up front and thus once started the people of Oregon  have to be taxed even more to pay for the HIS mistakes by his appointments of people to jobs they are incapable of handing (again, through no fault of their own really, the GOVERNOR picks the people HE LIKES – and the Legislature just rubber stamps them since the Senate is owned by the Democrat party).

And now he wants to run for a 4th term and he will then will APPOINT more people like he has in the past to run things in the State of Oregon?

At the FEDERAL level this too is true. The NATIONAL web site suffered the SAME problems – and President Obama make the required appointments to the people HE likes to run and implement the national web site and it had the same problems. Also HE stated he knew nothing of those problems. Are you finding a pattern here?
